SEC proposes modernized transfer-agent rules covering blockchain use

BIG: The SEC has proposed updating transfer-agent rules to reflect modern electronic recordkeeping, digital communications and the use of blockchain technology in securities offerings and share transfers.
The proposal could provide clearer regulatory treatment for infrastructure supporting tokenized securities and digitally recorded ownership.
Modernizing these rules would represent another step toward integrating blockchain-based systems with traditional U.S. capital-market infrastructure.
