U.S. Draft AI Policy Could Force 35 Countries to Choose Between American and Chinese Tech Blocs

A leaked State Department draft reportedly warns 35 partner countries that joining both U.S.- and China-led AI initiatives could shut them out of the U.S.-led coalition.
According to Reuters, the draft urges governments to “choose deliberately” on AI. The letter is addressed to signatories of the U.S. AI Opportunity Statement and could affect access to American compute, chips, and AI infrastructure.
Kazakhstan is currently the only government known to belong to both the U.S.-aligned Pax Silica framework and China’s World Artificial Intelligence Cooperation Organization, according to Reuters. The State Department has declined to comment on the purportedly leaked document, which could still change during internal review.
