That leaves the country with a much smaller emergency buffer than it carried through most of the last four decades.
Low reserve levels matter more when geopolitical risk is already elevated and global oil flows remain vulnerable to disruption.
For $WTI, a thinner SPR means the U.S. has less flexibility to offset another major supply shock.
