Jim Cramer Warns "Frozen" Sectors Are Weighing on Stocks Across Wall Street

CNBC host Jim Cramer warned that broad segments of the stock market have become "frozen," dampening equity momentum across housing, capital markets, and data-center infrastructure. Despite the stagnation, Cramer advised against exiting the market, pointing to potential catalysts that could trigger a swift recovery.
Cramer identified housing as a central bottleneck, noting 30-year mortgage rates near 7.5% have created the worst affordability backdrop in 40 years. The slump has driven shares of $LEN, $KBH, $HD, $LOW, and $WHR to fresh 52-week lows, with $WHR suspending its dividend. Concurrently, a frozen dealmaking pipeline—highlighted by shelved IPOs from Oura and Inspire Brands—contributed to September declines of roughly 12% for both $GS and $MS.
The artificial intelligence buildout faces its own friction as bipartisan pushback over electricity consumption slows data-center projects. More than 130 local moratoriums have emerged in Ohio, while Virginia facilities now account for roughly a quarter of state power usage. These hurdles coincide with warnings from investor Michael Burry, who estimated that tech hyperscalers carry around $3 trillion in AI commitments and could face $176 billion in unrecorded depreciation between 2026 and 2028.
Cramer emphasized that conditions could reverse rapidly if geopolitical conflict concludes, which could suppress oil prices, ease inflation, and remove further Federal Reserve interest rate hikes.
