Italy's TARGET2 Debt Reveals How ECB Bond Buying Replaced Private Capital Flows

Italy's TARGET2 liabilities are drawing renewed attention to the country's financial relationship with the European Central Bank and the wider eurozone.
One analysis argues that Italy's growing TARGET2 liability closely mirrors cumulative ECB purchases of Italian government debt.
The central argument is that private capital flows into Italy weakened significantly after 2010, while official monetary support increasingly helped sustain financial conditions.
ECB asset purchases can contribute to TARGET2 imbalances when transactions generate cross-border payments within the Eurosystem.
However, TARGET2 balances reflect a broader range of payment and liquidity movements. They cannot be attributed exclusively to quantitative easing.
Importantly, Italy's TARGET2 liability is recorded at the Bank of Italy within the Eurosystem. It is not identical to sovereign debt issued directly by the Italian government.
The broader concern is whether persistent imbalances reveal structural dependence on Eurosystem liquidity and what could happen if monetary support becomes less accommodating.
