US Treasury Proposes New Investment Restrictions on Sensitive Technology in Five Countries

The US Treasury has reportedly proposed new restrictions on American investments in sensitive technology sectors involving China, Russia, Iran, North Korea and Cuba.
The proposal combines outright prohibitions with notification requirements for certain transactions involving semiconductors, artificial intelligence, quantum computing, supercomputing, hypersonic technologies and biotechnology.
According to the reported details, publicly traded securities would be exempt, while transactions below $50,000 would not trigger the notification requirement. Public comments are reportedly open until December 7.
The proposed rules could reshape cross-border technology financing and investment strategies. However, the precise exemptions, covered transactions and country-specific restrictions require confirmation from the official regulatory proposal. These measures are not yet finalized.
